Lockes greatest weakness as a commander is that Coram, the Undertaker has basically the same ability but with casual Commanders best color attached, while Locke gets points for Treasure synergies
As for Possibility StormPossibility Storm and The One RingThe One Ring, I would typically consider it not a great option unless you built the entire deck around it
